Few aldermen have had a tougher year than Ald. Gilbert Villegas, 36th. He led the Latino Caucus through a contentious ward redistricting fight only to emerge with a stretched-thin ward he characterized as political punishment. Then the moderate Democrat saw his escape from the City Council blocked when he was defeated by Congresswoman-elect Delia Ramirez in the June primary.
