Reckless murder charges charged against Zion man in crash that killed Waukegan woman and infant son

A Zion man was charged this week with reckless murder and driving under the influence of cannabis in the October crash that killed a woman and her infant son in Waukegan.

Lake County officials issued a warrant to Jarrell D. Brown, 28, of Block 2200 on Carmel Boulevard after a grand jury issued an indictment on Wednesday.

Brown was charged with the clashes that killed Waukegan Cecilia Gutierrez Ramos, 29, and her eight-month-old son, Angel Gutierrez.

The crash occurred at approximately 4:15 pm on October 29 in Waukegan on North Green Bay Road near the intersection of Atlantic Avenue. Gutierrez-Ramos and the baby were passengers in a car that drove out of the parking lot onto Green Bay Road and was side impacted by his SUV driven by Brown.

The crash injured Braun, two passengers in his car, and two others who were in the Toyota Corolla with Gutierrez Ramos and a child.

This week, officials said Brown had cannabis in his system at the time of the crash and was driving over 75 mph.

Police say Brown has received an indictment and $1 million bail associated with it, but is yet to appear before authorities on Friday.
